BP Whiting Refinery Workers Authorize Strike as Labor Talks Stall

Union workers at BP’s 440,000 b/d Whiting refinery in Indiana have voted overwhelmingly to authorize a strike, as national contract negotiations between the United Steelworkers (USW) and a coalition of refiners led by Marathon Petroleum enter a period of heightened uncertainty.

BP Whiting Refinery Workers Authorize Strike as Labor Talks Stall

The United Steelworkers (USW), representing more than 30,000 workers across the U.S. energy sector, is currently navigating a deadlock after the previous four-year national agreement expired last Saturday. While both sides initially agreed to rolling 24-hour extensions, the local chapter at the Whiting facility reported that 98% of its members supported a work stoppage. This facility is a critical link in the domestic energy chain, accounting for a significant portion of the union's influence over two-thirds of total U.S. refining capacity.

Disputes Over Contract Extensions

Tensions have flared at the local level, where union representatives claim BP has refused to honor contract extensions for pipeline employees across the Midwest. The local union has already advised its members to prepare for a walkout by securing medical prescriptions and removing personal items from the site. However, a BP spokesperson disputed these claims, stating the company remains committed to a "fair and equitable agreement" and asserting that productive dialogue is ongoing despite union reports to the contrary.

The broader national negotiations involve several key priorities for the energy industry:

    • Establishing new industry standards for wage increases.
    • Addressing site-specific work schedules and safety protocols.
    • Maintaining operations through potential 24-hour cancellation notices of existing extensions.
Marathon Petroleum Executive Vice President Michael Henschen characterized the national discussions as "positive," suggesting that progress is being made toward a final settlement. Should a strike occur, refiners typically rely on a combination of management and replacement personnel to maintain production. For now, the 440,000 b/d Whiting refinery continues to operate under the temporary extension as both parties weigh their next moves.
